Open MICROSOFT FRONT PAGE and click on 'File', 'New' as shown below..

And then select 'BLANK PAGE' from the TAB which appears on the right of the screen

And you've just created your blank web page.

My next recommendation would be to create a table which will hold the links to your other pages
